The auteur of “Happy-Go-Lucky,” “Topsy-Turvy,” “Secrets and Lies” and “Life is Sweet” now tackles the last quarter century of a notable British painter’s life, through his strange maneuverings and unconventionality, in “Mr. Turner.”
